The third phase of OHCHR's Accountability and Remedy Project (ARP III) began in July 2018 following the adoption of resolution 38/13 by the Human Rights Council.  The goal of ARP III is to identify and analyse challenges, opportunities, best practices and lessons learned with regard to non-state-based grievance mechanisms that are relevant to the respect by business enterprises for human rights.  OHCHR will present a report to the Human Rights Council in June 2020 that will include the ARP III findings and a set of practical, recommended actions for enhancing the effectiveness of such grievance mechanisms.

In November 2018, OHCHR released a paper outlining the scope and plan of action for the ARP III work.  Since, OHCHR has engaged in many activities to learn as much as possible about the design, use, and administration of non-State-based grievance mechanisms in cases of business-related human rights abuse.  An overview of these activities can be found here.

In November 2019, OHCHR will be releasing a paper outlining its preliminary thoughts and insights based on the ARP III activities undertaken in the past year.  This paper will form the basis of discussion at this multi-stakeholder consultation, which will take place on Thursday, 28 November 2019 in Room XXIV of the Palais des Nations.
